169: Start of reform

Doubts and resistance were the first hurdles she had to face.

She did not immediately explain her plan. Instead, she slowly scanned the crowd with her gaze and then asked questions that went straight to the bottom of everyone's hearts:

"In the last Beast Tide, when the roars of those beasts were right outside the door, when our lines of defense were being broken one after another... every one of you present, what were you thinking in your hearts?"

This question stunned many people. That bloody and terrifying memory was instantly awakened, and many people's faces turned slightly pale.
