34: Chapter 34 Construction Site

Lin Yu tilted his head, signaling for her to shift to the side. Tang Man obediently made room, and he slowly lay down, resting his head comfortably on her warm, soft thighs.

The faint scent of perfume lingering on Tang Man wafted to his nose, very alluring. Lin Yu closed his eyes, his voice low and soft:

"Send a message to President Wang Ya. Ask if the Municipal Committee meeting is over, and tell her to come over and report on the progress."

Tang Man softly agreed, her fingers tapping out the message on her phone. Not a few minutes later, a light knock sounded at the office door.

Just as Tang Man wanted to get up, Lin Yu reached out and gently pressed down on her leg, shaking his head. He spoke directly: "Come in."

The door was pushed open, and President Wang Ya walked in, dressed in a professional suit, her demeanor capable and aloof. She habitually looked toward the office desk first, which was empty, then shifted her gaze to the reception area—

She saw her direct superior lying comfortably on the lap of his female assistant, Tang Man. He was relaxed, his eyes slightly closed, looking completely lazy and at ease.

President Wang Ya's footsteps faltered abruptly. A flash of astonishment crossed her face, and then her cheeks uncontrollably flushed, her heart skipping a beat.

Several thoughts instantly raced through her mind: 'So the relationship between the boss and Assistant Tang has already reached this point... No wonder Tang Man has such a special status in the company; it's not just because of her outstanding ability. The boss isn't avoiding anything at all. It seems I need to be more aware of certain things in the future.' But on second thought, given Lin Yu's current power and influence, let alone just taking a short break in the office, even if he did something more outrageous, no one would dare say a word.

In a fleeting moment, President Wang Ya had reined in all unnecessary emotions. Her face returned to a proper professional smile, and she bowed slightly, her voice soft and respectful: "Boss."

Lin Yu did not get up immediately. He just raised his arm and pointed to the sofa opposite: "Sit down, President Wang Ya. You've worked hard. I didn't sleep well last night and have a bit of a headache. Just tell me—what is the situation with the Municipal Committee meeting? Now that the three thousand acres of land have been secured, how will the livelihood project proceed?"

He paused, his eyes opening slightly: "What exactly was the stance of the city leaders?"

President Wang Ya immediately entered work mode, her tone steady and clear: "Boss, the city attaches great importance to this large-scale livelihood project of our Junlin Food Group. They clearly stated at the meeting that as long as all processes are legal and compliant, all procedures will be given the green light. From real estate certificates to project approval, everything will be handled with the fastest speed and highest priority, without delaying a single day."

"I have already sorted out the next steps: First, immediately contact a top-tier design institute and arrange for personnel to enter the site for surveys to produce the master plan, functional zoning renderings, and the complete set of construction drawings as soon as possible. Second, simultaneously apply for the construction land planning permit. Third, start screening construction companies with excellent qualifications and high efficiency to handle the bidding process in advance. Fourth, once the construction permit is obtained, the project can officially break ground."

Lin Yu listened with his eyes closed, his fingers tapping lightly on the sofa armrest. His face was expressionless, yet one could sense that he had already made up his mind.

He turned his head and instructed Tang Man, who was by his legs: "Contact the Young Masters Group of Junlin Food. One hour from now, bring the people from the design institute, and meet directly at the construction site."

Tang Man nodded quickly: "Understood, boss."

After arranging the official business, Lin Yu slowly sat up. His gaze landed on President Wang Ya, and his tone became much more casual: "By the way, what's the plan for lunch? Company boxed meals, or should we eat out?"

President Wang Ya was stunned, then said softly: "I'll follow your arrangements, boss."

"Then let's eat out. Keep it simple. We'll go straight to the construction site after eating." Saying this, he called Fatty and told him to wait in the underground parking lot. Tang Man picked up Lin Yu's water cup and briefcase and followed him out.

Arriving at the parking lot, Fatty trotted over to greet them: "Good afternoon, leaders!" He took the car keys from Lin Yu, looked at the G-Wagon he pointed to, and continued: "I bet this is another one of your girlfriends'. Tell me, am I right?"

"Correct! Not bad, Fatty, you're getting smarter and smarter following me!"

Fatty's mouth twitched fiercely, and he spat, complaining: "Old Lin, just how many nice cars and girlfriends do you have! Why is the gap between people so huge?"

The four of them got into the car with smiles. The spacious interior of the G-Wagon didn't feel crowded at all. Fatty sat in the driver's seat, fastened his seatbelt, and asked: "I was just digging into my boxed meal when your call came. Where are we going?"

Lin Yu: "What's so good about boxed meals? I'll take you to eat some famous food."

Fatty chuckled: "That sounds great, what are we eating!"

"Lanzhou Ramen."

Fatty was speechless: "..."

Tang Man and President Wang Ya covered their mouths and chuckled.

More than half an hour later, they came out of the Lanzhou Ramen restaurant. The black G-Wagon roared as it drove out of the city, speeding toward the construction site on the outskirts.

When they arrived at the construction site, Young Master Zhao Tianyu, Liu Mingxuan, and others from the Junlin Food Young Masters Group had already arrived in advance. Several luxury cars were parked on the side of the road, looking particularly eye-catching. Three business vans with the top-tier design institute's logo, covered in mud, were also parked at the edge of the construction site.

It had just rained not long ago, and the ground was still a bit muddy. It felt soft underfoot, occasionally splashing up a few specks of mud.

Lin Yu got out of the car, his gaze sweeping over the vast, open land before him, his eyes deep.

Young Master Zhao Tianyu and Liu Mingxuan immediately came up to meet him. Both of them originally came from real estate backgrounds and were intimately familiar with land development and project implementation.

"Boss!"

Lin Yu nodded and got straight to the point: "I called you here to discuss how to implement and put this livelihood project into use as quickly as possible. Three thousand acres of land need to be divided into multiple functional zones. What are your thoughts?"

Young Master Zhao Tianyu looked around at the muddy ground and said in a deep voice: "Boss, it just rained, so the ground is wet and soft, but the weather will clear up soon. To be fast, we must proceed simultaneously—the people from the design institute are already here, conducting on-site surveys and communicating requirements. No waiting, no dragging. Once the drawings are out, we've already cleared the approvals. The construction teams can be on standby early, and we can start work as soon as the permits are in hand."

Liu Mingxuan added: "Three thousand acres cannot be tackled all at once. We must break it into zones and start construction. First, establish the main roads, core factory buildings, and supporting facilities, then gradually refine the rest. This ensures speed without affecting the overall progress."

At this moment, seven or eight designers, surveyors, and structural engineers wearing windbreakers and carrying tablets, tape measures, compasses, and thick stacks of drawings filed out of the vehicles. Leading them was the Director of the Design Institute, Deputy Director Zhou Mingyuan—throughout the province, many of the somewhat sizable real estate and industrial projects were his handiwork.

Upon seeing that Lin Yu had also arrived, Deputy Director Zhou Mingyuan also walked over, his waist slightly bent. His attitude was so respectful that he didn't seem like an industry titan, but rather like a project manager: "President Lin, President Wang, and everyone, hello! Sorry for being a bit late; traffic was a bit congested."

Everyone shook hands.

"Deputy Director Zhou Mingyuan! You and your institute will have to work hard from here on out!" Lin Yu said, raising his hand to point at the endless land before them: "For the entire three thousand acres, I hope you can lead your team now, while the rain has stopped, to smooth out the overall framework of the project planning. Connect the roads outside the project with the main roads inside, and harden the road surfaces to facilitate the entry of subsequent machinery, equipment, and vehicles."

Deputy Director Zhou Mingyuan did not dare to be negligent and immediately opened the satellite map on his tablet, zooming in, annotating, and drawing lines in one smooth motion.

"Understood, President Lin. Please state your requirements first."

Lin Yu's gaze swept over the muddy ground, his voice steady and powerful: "First, this is a large-scale livelihood project for Junlin Food, not an ordinary residential development. The functional zoning must be clear: production and processing area, cold chain storage area, logistics distribution area, R&D and office area, employee living area, and supporting commercial area. All must be demarcated, non-interfering, yet efficiently interconnected."

"Second, speed. I don't care how long you usually take. In three days, I want to see the complete master plan, functional zoning renderings, road network map, and utility pipeline map. Within one week, the first draft of the construction drawings must be in place."

Deputy Director Zhou Mingyuan was startled.

Normally, for a project of this three-thousand-acre scale, the preliminary survey and planning alone would take at least half a month.

But looking into Lin Yu's eyes, he knew this wasn't a discussion; it was a requirement.

"Rest assured, President Lin. We will have all our staff stay on-site and work overtime to ensure the drawings are produced according to your timeline."

To the side, Young Master Zhao Tianyu, who came from a real estate background, stepped forward and pointed to the edge of the plot: "Deputy Director Zhou Mingyuan, the terrain here is slightly lower, and there is obvious water accumulation after the rain. We must prioritize drainage and roadbed hardening, otherwise, construction vehicles won't be able to get in later. Try to place the living area on the north side; it's quiet and has good lighting. The production area should be on the south side, closer to the future main road, for logistics convenience."

Liu Mingxuan also added: "Fire lanes, truck turnaround areas, and unloading zones must be allocated sufficiently from the start. Once construction begins on three thousand acres, the cost of changing the plan will double. All utility networks—water, electricity, gas, and network—must be pre-installed."

As soon as the two from the Young Masters Group, with their real estate backgrounds, spoke up, Deputy Director Zhou Mingyuan's eyes lit up.

This wasn't an outsider giving advice; this was all practical knowledge gained from having stepped in pits and suffered losses.

He immediately had his subordinates annotate them one by one on the tablet: "Understood. Rest assured, everyone, I have noted all of this down and will prioritize implementing it."

Lin Yu crouched down, dipped his fingers into the muddy soil, and rubbed it: "How is the soil quality? Is the load-bearing capacity sufficient for large factory buildings and cold storage?"

The accompanying geological surveyor immediately stepped forward, took out an instrument to perform a few simple measurements, and then looked at the pre-prepared geological report: "President Lin, the soil here is firm, and the bearing capacity is sufficient. As long as the surface soft soil is treated, it fully meets the requirements for heavy-duty buildings."

"That's good."

Lin Yu stood up and swept his gaze over everyone: "I will emphasize this again—the city has promised to give the green light for all procedures. Real estate certificates, planning permits, and construction permits will all be approved at the fastest speed. Your design institute just needs to make the drawings as fast, reasonable, and robust as possible. For construction units, I will have President Wang Ya directly screen the top three construction teams in the province. Equipment, personnel, and materials must all be on standby in advance. Once the drawings are in hand, we will enter the site and start construction immediately."

Tang Man stood to the side, quickly recording the key points on her phone, occasionally looking up at Lin Yu.

In the sunlight, the man's figure was tall and straight. Even standing on a muddy, desolate piece of land, his presence was so imposing that no one present dared to slack off in the slightest.

President Wang Ya stepped forward at the right moment and said to Deputy Director Zhou Mingyuan: "Deputy Director Zhou Mingyuan, we will arrange a dedicated person to coordinate with you here. All materials, approvals, and documents will be sent to you immediately. If you have any questions, feel free to contact me at any time; my phone is on twenty-four hours a day."

"Understood! Rest assured, President Wang Ya!"

Lin Yu looked at the sky; the clouds were dispersing, and sunlight was faintly shining through.

"While the weather is good now, start immediately with on-site surveying, staking, coordinate measurement, and establishing elevations. Whatever can be done today must not be dragged until tomorrow."

"Understood, President Lin!"

The group of designers and surveyors immediately dispersed. Some carried instruments and ran into the depths of the plot, some crouched on the ground to draw, and some checked coordinates on their tablets.

The once empty and quiet muddy land instantly became busy and orderly.

Fatty stood next to the G-Wagon, watching with amazement. He leaned over to Lin Yu and muttered in a low voice: "Old Lin, I'm impressed. Others take months to drag out projects, but you... this speed is simply rocket-like."

Not long after, Deputy Director Zhou Mingyuan walked over with a tablet. On the screen was already a preliminary master plan sketch.

"President Lin, the general framework is out. Take a look—"

His fingers slid across the screen: "The south side is the production and processing area and cold chain logistics. The middle is the R&D office and exhibition center. The north side is the employee dormitory, cafeteria, and activity area. The east and west sides are reserved for supporting commercial and phase two development land. Main roads, secondary roads, utility networks, and landscaping have all been preliminarily laid out."

Lin Yu glanced at it and nodded: "The functions are clear, and the movement lines are reasonable. How long until the official version is out?"

Deputy Director Zhou Mingyuan gritted his teeth: "I will work overtime tonight, push through tomorrow, and the day after tomorrow, I will deliver the complete master plan, renderings, road network, and integrated utility pipeline maps to your office."

"Good." Lin Yu replied with only one word, but its weight was as heavy as a thousand pounds: "Proceed with the subsequent construction drawings simultaneously; do not wait. President Wang Ya, keep a close eye on the permits; if things can be done in parallel, do not do them in series. Young Master Zhao Tianyu and Liu Mingxuan, you two have worked hard as well. Before the construction permit is issued, visit the design institute frequently. First, to show appreciation to our hard-working friends at the design institute; second, to solve any problems on the spot."

"Understood, boss." The three of them immediately agreed.

Lin Yu looked at Young Master Zhao Tianyu and Liu Mingxuan and continued: "For the screening of construction companies, you two have the relevant expertise, so decide together with President Wang Ya. Prioritize those with strength and the ability to keep up with the schedule. Your family's companies can also participate, but the premise is that quality and the construction schedule must be guaranteed."

"Understood, boss!"

Everything was arranged properly, and a bit of sunset peeked out on the horizon.

Lin Yu checked the time: "Call it a day."

Fatty immediately perked up, trotting over to open the car door: "Young Master and the two beauties, please get in!"

On the way back to the company, the atmosphere in the car was relaxed.

Lin Yu looked ahead and asked casually: "Fatty, that channel I gave you, did you tell your parents about it?"

Fatty slapped his thigh, his face full of joy: "Old Lin, you were so timely! My parents just happened to come back from the township last night. I told them everything, and we immediately called President Chu. The preliminary cooperation intention was finalized directly! They went for a face-to-face meeting this morning. Before leaving, they specifically instructed me to make sure you come to our house for a meal, saying they haven't seen you in a long time and miss you."
