At two o'clock in the afternoon, the meeting entered the open debate session.
As soon as the moderator finished speaking, seven or eight hands shot up simultaneously.

Academician Zhou Deming walked to the speaker's podium, faced the audience, and said in a resonant voice:

He looked at Lin Mo:

Lin Mo stood up, neither humble nor arrogant:
"Academician Zhou, you are right. Large-scale engineering projects often have budget overruns; I completely agree with that. But I would like to ask everyone to consider another angle—the cost-benefit ratio."
He pulled up a new chart:
"After the space elevator is built, space transportation costs will drop by two orders of magnitude. What does this mean? He looked at Academician Zhou Deming:
"Therefore, my view is—this is not spending money; it is an investment."
Academician Zhou Deming frowned: "Investment also has risks. What if it fails? What if we find the technology is unfeasible halfway through? What if it is destroyed by space debris after being built? Who will bear these risks?"

Academician Zhou Deming was silent for a few seconds, then nodded and sat down.
Just after Academician Zhou Deming sat down, someone else raised their hand.
This time it was a middle-aged man in his forties, wearing gold-rimmed glasses, who looked like an official. He introduced himself: "Department of High and New Technology, National Development and Reform Commission, Wang Jianguo."
Lin Mo recognized him—he had seen him at the last Nuclear Fusion power station site selection meeting.
Wang Jianguo said: "Academician Lin, I am not questioning the technology, nor am I questioning the investment. I want to ask a more fundamental question—why do we need to build this thing?"
The audience fell silent.

He walked to the front of the stage, facing everyone:

Some nodded, some frowned.

The conference hall was silent for a few seconds, then a round of applause broke out—clearly, many people agreed with his point of view.

He stood up, walked to the front of the stage, and looked at the audience:

He looked at Wang Jianguo:

The audience fell silent.

He raised his voice a little:

The conference hall was deathly silent.
A few seconds later, someone started to applaud.
The applause grew louder and louder.
Wang Jianguo was silent for a while, then nodded and sat down.
The debate continued.
An expert from a military industry group raised a technical question: "The strength of Carbon Nanotubes fiber is 80 GPa, but that is only laboratory data. Can this level be maintained during mass production?"
Lin Mo replied: "We achieved 76 GPa on the pilot production line. There is still a gap from 80, but the gap is narrowing. After the thousand-ton production line is built, we are confident in stabilizing it above 80."
An economics expert asked about the investment return period: "If 1.3 trillion is invested, how many years will it take to recover the cost?"

A military representative asked about security issues: "If a war breaks out, what happens if the enemy attacks the space elevator?"

At five o'clock in the afternoon, the moderator announced that the debate had concluded.
Applause rang out in the conference hall—not for any one side, but for the high-quality debate itself.
Lin Mo returned to his seat and realized his shirt was soaked with sweat. Beside him, Mr. Liu handed him a bottle of water: "Drink some water. Well said."

Director Fang was silent for two seconds, then said:

After hanging up, Lin Mo stood there for a long time without moving.
On Changan Avenue, the traffic flowed ceaselessly.
The lights of the Great Hall of the People shone behind him.
He looked up at the night sky.
