Wang Fugui stood on the roof of his golden Range Rover, looking down at the man in uniform.

"Furthermore, the CBD area is core commercial land; unauthorized alteration or road closure is strictly prohibited. Do you have approval from the Planning Bureau? Do you have a project initiation document from the Development and Reform Commission? Do you have an occupancy permit from the municipal department?"
With every question Gu Changan asked, he took a step forward.
"You have none of these, yet you dare to talk about buying the street?"
Wang Fugui was forced to take two steps back, nearly slipping off the roof of the car.
He opened his mouth, but found he couldn't say a single word of rebuttal. The System mall only had "Buy, Buy, Buy" options; it had never sold any approval documents!
