88: Ability of a Police Superintendent II to Manage People
Taihe Road, Huangpu District, Donghai City.
After leaving home, Gao Ze took a taxi straight here, not even returning to the Pudong Traffic Police Center.
On this road was the general store ‘Wangkelai’ owned by Li Chunsheng, the serial killer of young women.
Gao Ze had found the exact address of this store on his phone map last night.
It was a typical convenience store, mainly selling cigarettes, snacks, and daily necessities. It wasn't large, probably around sixty square meters.
"Hello, a pack of cigarettes!"
When he arrived at the Wangkelai convenience store, he saw a middle-aged woman in her fifties sitting at the counter. Gao Ze didn't see Li Chunsheng, who was around thirty, so he had to buy something first to inquire.
"Auntie, this convenience store is in a great location, with excellent transportation. Do you have any thoughts about transferring it?"
After buying a pack of cigarettes, Gao Ze tried to get closer, and sure enough, the fifty-something middle-aged woman in front of him became interested.
"You have great foresight! You want to rent our store, but I can't make the decision. My son has to come back and discuss it with you!"
"Where is your son?"
Gao Ze had a premonition that this middle-aged woman's son was likely the culprit in the serial murder case of young women.
"My son went to deliver goods this morning!"
"He, ah, he watches over this store every day, rain or shine, but how much money can he really make from this?"
"Although the convenience store doesn't make much money, this store in Donghai City is worth a fortune!"
"Auntie, please carry on. I'll go scout around the area first. When your son returns, he can give me a call."
Gao Ze smiled, left his phone number, and walked out of the store to find the best observation spot. He then staked out under a tree in a small park next to the convenience store, a hundred meters away.
The wait for Li Chunsheng to return was long. He could hear the elderly men and women in the nearby park loudly discussing the Donghai City serial murder case of young women, which had gone viral. From time to time, he heard worries about their own daughters and curses directed at the Police.
"Everyone on the streets is discussing it. If the killer Li Chunsheng isn't caught this time, Liu Wenzhong will definitely be held accountable and removed!"
The serial murder case of young women was so popular in Donghai City that Gao Ze understood it would put immense pressure on the Municipal Bureau.
If it couldn't be solved, citizens might question Donghai City's status as a safe and civilized city.
However, for him, it was a good thing. The higher the case's popularity and the wider its influence, the greater his contribution would be, possibly even making Donghai City remember his name.
This was why Gao Ze chose to make the arrest alone.
This credit was too significant; Old Liu couldn't handle it, so he would do it!
Moreover, he had already shared credit once for the murder case of Feng Changlin's family of five. Both in terms of reason and emotion, he had done his part.
........
An hour and a half later.
Just as Gao Ze was wondering if the killer Li Chunsheng would show up, a blue electric tricycle appeared at the entrance of the Wangkelai convenience store, and a young man in his thirties stepped out of the vehicle.
He was wearing dark green work clothes, was a little over 1.7 meters tall, had a slender build, and wore a pair of gray gloves on his hands, skillfully unloading various goods from the tricycle.
"Li Chunsheng?"
Seeing the target appear, Gao Ze tentatively called out, and the thirty-year-old man looked up at the sound, frowning slightly.
"Don't you recognize me?"
Gao Ze quickly walked over to Li Chunsheng and smiled, "I'm a Police officer!"
In an instant.
Li Chunsheng's face suddenly changed dramatically. He tore open his legs and fled towards the bustling street, but Gao Ze was prepared. He caught up with lightning speed and slammed a palm like an axe onto his shoulder.
No grappling or fighting techniques were used; just upon contact, a terrifying force was transmitted from Gao Ze's arm throughout Li Chunsheng's body, directly knocking him to the ground, where he cried out in pain.
The sound attracted onlookers and Police officers on street patrol.
When Gao Ze showed his Police ID, the discussions finally died down, replaced by curiosity.
"Officer Gao, may I ask why you are arresting this person?"
The two patrol officers glanced at Gao Ze's Police ID and both took a deep breath, speaking politely.
The handsome plainclothes Police officer in front of them, despite being younger than them, was a Class Two Police Inspector according to his ID, a section-level official, outranking even their captain in Police rank and grade.
"Investigating a case!"
Making such a commotion naturally required an explanation, so Gao Ze said, "This person is Li Chunsheng, the current suspect in the serial murder case of young women!"
Holy cow!
The two patrol officers' eyes instantly widened. The current serial murder case of young women in Donghai City had already gone viral, and the Municipal Public Security Bureau was facing immense public pressure.
And now the killer was caught, right in front of them?
It was unbelievable, like a dream!
The onlookers, who were watching the excitement, were equally shocked. Li Chunsheng's mother came out of the convenience store and, after hearing Gao Ze's judgment, wailed at the top of her lungs:
"There's no justice! You say my son is the killer just because you say so? What evidence do you have!"
"You're hitting people! Is there no law in Donghai City anymore!"
"Help! There's no law or justice!"
Li Chunsheng's mother, a middle-aged woman in her fifties, sat on the ground, crying and wailing, appearing utterly vulnerable. At this moment, many onlookers were holding up their phones to record, filming Gao Ze and Auntie Li.
In such a situation, in such an atmosphere, most Police officers would feel their scalps tingle, fearing being labeled as infringing on the vulnerable.
However, Gao Ze was not worried. His face was as calm as a placid lake as he said:
"Auntie Li, haven't you noticed why your son ran away the moment he knew I was a Police officer?"
"He didn't even deny it when I said he was the killer in the serial case of young women, because there's plenty of evidence that he violated multiple young women, such as the DNA in their bodies, and the murder weapons left behind during the killings, which are also hidden in your home!"
"If you think I'm wrongfully accusing your son, then you can wait until I take him to the Police station or search your house before you say anything!"
"Moreover, if I truly accuse him wrongly, you can sue me in court. I am Gao Ze, a Police officer from the Pudong Public Security Bureau, Police ID number 19*****. I am willing to take full responsibility for my law enforcement actions!"
These words were directed at Auntie Li, and also at those onlookers who were filming, not caring about making a scene.
This is the age of self-media; an ordinary person uploading a video clip can go viral, so doing a good job of explanation is very important.
"Now, do not obstruct my arrest of Li Chunsheng, otherwise you will be suspected of obstructing Police duties!"
Looking at Auntie Li, who was still wailing incessantly, Gao Ze looked at the two patrol officers and said, "I'll trouble you two to help me control Auntie Li. I will take Li Chunsheng back to the Police station!"
"No problem, Officer Gao!"
The two patrol officers readily agreed. According to the rules, Gao Ze, being affiliated with the Pudong Public Security Bureau, actually had no authority over them. However, with his Police rank and grade, how could they refuse? It wasn't a major issue of principle.
What if Li Chunsheng really was the true culprit in the serial murder case of young women?
What if Gao Ze knew their leaders in Huangpu District?
A phone call to their leaders, and then the leaders contacting them, that would make things look bad.
Moreover, Gao Ze, at such a young age, was already a Class Two Police Inspector; knowing some high-ranking leaders was not uncommon!
Seeing the two patrol officers agree, Gao Ze escorted Li Chunsheng to his apartment in the community and found a canvas bag under the bed, which contained four or five blood-stained daggers, sharp knives, and other murder weapons.
"How did you know I hid the weapons I used to kill them under the bed?"
Seeing Gao Ze quickly apprehend him and smoothly find the murder weapons, Li Chunsheng couldn't contain his curiosity: "And how did you find me so quickly?"
"I've committed so many cases in the past, and no Police ever found me!"
"You exposed too many clues by killing the victim Shen Jingqing."
Gao Ze didn't explain further. He escorted Li Chunsheng and the murder weapons to the Huangpu District Criminal Investigation Brigade.
This was his first time here. Liu Wenzhong, as the captain, should be here.
