32: Base Management Plan

Jiang Xin gasped. Elemental superpowers—and spell-based ones at that. According to official rankings, elemental Superpowers were firmly in the top tier, further subdivided into three major categories: spells, summoning, and possession. Spell-based types > Summoning types > elemental possession. Li Wei's ability definitely placed him among the top-tier combatants. Although Zhang Long possessed great talent, his was a Commander-type Superpower, which didn't provide a significant boost to individual combat strength. Li Wei, this Sandstorm Warrior, was simply too strong; in terms of individual combat power, he was second only to Zhang Lei within the team.

"Li Wei, starting tomorrow, you will go out on missions with Brother Lei. Hand over your duties in the Guard Squad. Now that we're inside the base, my safety isn't an issue. I won't let your top-tier combat strength go to waste." Jiang Xin decisively sent out the top-tier combatant, Li Wei.

Day 10 of the Zombie Outbreak

After continuous clearing operations, zombies within a three-kilometer radius of Gucheng Base had been wiped out, and the number of survivors in the base had reached 870.

Jiang Xin called all the high-ranking officers and Zhang Lei to the Air Command Center's command center for a meeting.

Seated on either side of Jiang Xin were Zhang Lei and Zhang Long. Below them, in order, were Li Wei, Li Ang, Chen Hao, Yang Wen, Li Hong, Chen Xiao, Lin Yufei, Lieutenant Colonel, Green Giant ability, Wood Element Ability, Shen Nan, Flame Fist, and Water Summoner. All of these men originated from Red Alert Squad 1; each possessed outstanding abilities and formidable individual strength. At the very least, they were all platoon-level officers.

"Everyone, as the base's population grows, I want to establish a more comprehensive set of rules and regulations. If you have any good ideas, please feel free to suggest them, and I will consider adopting them."

...The meeting lasted for two hours, and just like that, the basic rules and regulations of the base were officially enacted.

1. All residents must hand over any gold or silver jewelry they are carrying upon entering the base. The surrendered gold and silver can be exchanged for corresponding points.

2. Residents must go to Engineer Hu Jingming to receive a special identity-point card. This card is used to record points, which can be spent on various daily necessities—excluding basic food rations—and even zombie crystal cores (not yet available). Points can be earned through work or combat. Killing zombies with the troops, searching for supplies, and rescuing survivors will all earn points. Points serve as the base's currency. New residential buildings are also being constructed within the base; participating in construction work will also earn points.

3. Residents are strictly prohibited from entering the military zone; violators will be expelled from the base.

4. Residents within the base are not allowed to fight or steal supplies from others.

5. Children under the age of 12 are not required to participate in heavy physical labor (construction, hauling, etc.).

6. Lights out at the base at 8:00 PM (to facilitate patrols by the City Defense Force).

...The development of the base proceeded in an orderly fashion. Jiang Xin's funds became abundant once again. After several days of collection, his funds reached 15,800, and he had also obtained 5 hero badges.

With a wave of his hand, Jiang Xin produced 120 Conscripts, assigning 60 to the 2nd Company and 60 to form the 4th Company. He also built one hind attack helicopter. At this point, the 1st, 2nd, and 3rd Companies were at full strength, while the 4th Company was still short by 48 men. The Logistics Support Company was missing four functional squads totaling 40 people (one Engineer Squad costing 1,500 gold, two Transport Squads replaced by Conscripts for 2,000 gold, and one Communications Squad replaced by Conscripts for 1,000 gold). This meant Jiang Xin needed another 9,300 gold to be promoted to Battalion Commander. Given the current speed at which the troops were collecting gold, he should be able to gather the funds to fill the ranks in less than five days.
