122: Chapter 122 As you get older, you can't hold back anymore.

At the grand court meeting the next day, Main Body announced the birth of his twins with great composure, and methodically announced an amnesty, the construction of Hive Cities in the vassals' fiefs, and matters regarding the formation of the vassal guard armies.

Apart from a very small number of trusted high officials, no one else knew that one more child had been born than expected, so everyone just cheered "Long live the Emperor" as usual.

The eldest imperial son, Cheng Biao, was enfeoffed as the Prince of Wu, with the planet "Cheng Tianjun" as his fief. His guard army was authorized at thirty million. Upon reaching adulthood, he would have full authority within his fief, exempt from all regular and additional taxes to the Empire. Furthermore, with the approval of His Imperial Majesty, he could form merchant caravans and expeditionary forces to conduct trade and expansion, with any expanded territory and profits to be split fifty-fifty with the Empire.

The eldest imperial daughter, Cheng Shuang, was enfeoffed as the Prince of Qin, with the next conquered Paradise World as her fief. Her guard army and all other privileges were the same as the Prince of Wu.

In the eyes of Main Body, there was no distinction between sons and daughters. The good news was that the Warhammer Universe basically didn't have any patriarchal bias; racial discrimination was the mainstream here.

The trusted high officials began to play along with Main Body, for instance, by asking His Imperial Majesty how the offspring of the vassal kings should be enfeoffed and what their treatment should be.

Main Body was, of course, plagiarizing Old Zhu. Old Zhu's "Imperial Ming Ancestral Instructions" were simply too useful, and even more so in a world like the Warhammer Universe.

However, one had to be particularly careful: the Warhammer Universe possessed longevity technology and even the possibility of immortality. Therefore, one had to consider the possibility of one's children living for hundreds, thousands, or even tens of thousands of years at a stretch. It required slight modifications; at the very least, there couldn't be such things as a Crown Prince or an Heir Apparent. Otherwise, did one want the heir to be bored to death in the Eastern Palace?

"My children shall be Princes of the Blood. Their offspring shall be Commandery Princes, followed in order by Generals of the State, Generals Assisting the State, Generals Contributing to the State, Lieutenants of the State, Lieutenants Assisting the State, and Lieutenants Contributing to the State. After the rank of Lieutenant Contributing to the State, the rank shall no longer be lowered. I will update the treatment for all these noble ranks into the 'Imperial Truth' later, and you, my beloved ministers, may view it yourselves."

No matter how much Main Body loved his children, that love only extended to his grandchildren. Thus, he designed the treatment for Princes of the Blood and Commandery Princes to be substantial and solid. Beyond that, there were basically only economic privileges, with no military or political power. Children and grandchildren will have their own fortunes; if there are too many descendants... they'll have to fend for themselves.

However, Main Body still left a loophole for all his blood relatives called the "Sacrificial Official." As long as they were his direct descendants, they could participate in a special official promotion system. As long as one was filial, had some level of education, and possessed basic social skills, one could work in the Imperial Clan Court or the Imperial Ancestral Temple, or become a tax-deductible mascot in a corporation. Cheng Yu couldn't really watch his great-great-grandchildren starve to death, could he?

The matter of his sons and daughters had come to a temporary close, and the Emperor then asked about the recent expedition. In truth, he knew the situation at the front perfectly well, but the court meeting itself was a mix of notification and performance.

The nominal Grand Marshal of the expeditionary force, Drake, reported that the Empire had cleared out the remnants of the enemy in more than a dozen surrounding sectors. However, the Empire's birthplace was truly too barren and remote. Having conquered so many places, they had only managed to secure one Paradise World. If they wanted to seek greater development, they would sooner or later have to move the capital to a more prosperous area.

Main Body nodded slightly. Moving the capital was something that had to be done sooner or later, but one could not be too hasty. The reason they had not been in a full-scale war with the Corpse Emperor's forces or the Chaos forces was precisely because of the advantage of being in such a remote location. This place was so poor that, apart from the Tyranids, most races here were just occupying mountains as kings and scraping by—a "small vessel."

As for the Paradise World that Main Body had his eye on, it was the former Emerald of the Tempestus Sector, the former Garden World of "Tallarn."

This planet was discovered during the Great Crusade of the Corpse Emperor. It had twin suns, was warm and humid, with dense vegetation and stunning beauty. It had a great foundation and good feng shui, and had previously been a vacation spot for the top elites of the Empire.

Yet it had been bombed into a Death World by a virus bomb from the Warmaster. It was more than just a waste; it was a tragedy.

However, Main Body now possessed the STC "heirloom seal of the realm," which could reverse effects to their causes. As long as he could conquer Tallarn, Main Body could restore the lush greenery of Tallarn in an instant, and then spend the following thousands of years slowly paying back the ecological restoration workload. The Empire lacked nothing if not labor; all in all, it was practically a free gain.

"The matter of moving the capital is not impossible, but it must be done slowly and systematically. When the matter becomes feasible, I will notify you to make preparations. For now, everyone should focus their energy more on the construction of the Empire. If one's own conduct is correct, things will get done without orders; if one's own conduct is not correct, even orders will not be followed."

"There is no wisdom greater than Your Majesty's." The ministers all chimed in with flattery, while some individuals were already struggling to keep their eyes open.

"I have recently received many secret reports..." These dozing ministers woke up instantly. "Right here in our Imperial Capital, right in the Hive City under our very noses, there are many good deeds and outstanding youths that we usually overlook."

The ministers all breathed a sigh of relief. Main Body grinned slightly; he loved scaring these people for no reason. "For example, this clone nicknamed 'Wild Dog.' He wasn't a good person before and had been dealt with, but now he has turned over a new leaf. He opened dozens of internet cafes, greatly reducing the crime rate in the Hive City. He has not only achieved personal success but also given back to the Hive City society."

"For such positive examples of a prodigal son returning, it shouldn't just be me who sees them; you all must see them too. If they deserve commendation, commend them; if they should be organized for study, organize them. Cultivate more such outstanding youths. Let the residents of the Corpse Emperor Empire see that we are not only invincible on the battlefield but also comprehensively leading the galaxy in economy, life, and the realization of personal value."

"There is no wisdom greater than Your Majesty's. We understand." The grand court meeting had been going on for a long time. If it continued, some of the older ministers might not be able to hold it in. Main Body could only dismiss the court, though he didn't know how much of it they had actually taken in.
