38: Chapter 38 Establishing the City Hall

The Grey Eagle Territory was too small, so small that the talents Loren had at his disposal could be counted on one hand.

And Bearded Deen and the genius civil administrator Ariel were among the few people he could actually use.

Establishing the City Hall would require their assistance.

But after pondering for a moment, Loren had Steward Boer summon Guard Officer Kur, Barbarian Chieftain Yas, and the Kobold Bloodline Mage Sim as well.

This was an important agenda that would determine the future development of the territory; these talents, who held a certain status in his heart, should participate, or at the very least, know his will.

Under Steward Boer's summons, the personnel gathered shortly thereafter.

Dean and Ariel, who had just been assigned rooms and were feeling uneasy, were the last to be notified. Upon receiving the news, they immediately trotted down the stairs to the hall.

"Lord Loren."

Seeing the gazes of everyone in the room, Bearded Deen carefully bowed with his hand over his chest, without the slightest breach of etiquette.

The somewhat nervous Ariel weakly lowered her head, tugging at her skirt as she curtsied slightly.

"Lord Loren..."

Her tone carried a shyness and timidity that could stir a strong desire for protection in others.

Loren placed his hands on the long table, the hot tea beside him emitting a wisp of rising steam, his back sitting straight.

An aristocratic temperament, formed through a good education, washed over them.

"No need to be nervous; I summoned you here because I want to hear your thoughts on establishing the City Hall."

Guard Officer Kur, Barbarian Chieftain Yas, the Kobold Bloodline Mage Sim, and even Fiana and Steward Boer, all had little experience in administration.

Among his subordinates, only Dean and Ariel were civil administration talents highly rated by the system.

Compared to the system's second task—repairing the arrow tower—the task of establishing the City Hall was obviously easier to complete.

Moreover, after establishing the City Hall, it would be more convenient to allocate the territory's resources to repair the arrow tower.

Proper preparation ensures success.

He turned his gaze to the somewhat nervous girl beside Dean.

"Ariel, boldly speak your thoughts.

Even if you are wrong, it does not matter; I will back you up, so there is no need to be afraid."

Being rated by the system as a genius civil administration talent, she naturally wouldn't be bad.

However, Ariel lacked too much self-confidence and needed encouragement.

Loren felt his words were fine, but the expressions of the others changed immediately.

The gazes they directed at Ariel suddenly held a bit of awe.

Who was Loren? The master of the Grey Eagle Territory!

He had already won the recognition and awe of everyone present through his own abilities.

To be so highly valued by him, this girl, however simple she might be, was best not offended.

Only the bearded Dean felt an indescribable sourness in his heart: Lord, that is my daughter...

Ariel was shaken, her face still shy but she stood up with immense courage, her timid gaze meeting Loren's directly.

"Lord Loren, I believe the sooner the City Hall is established, the better..."

"Right now, the scale of the Grey Eagle Territory is not large. After establishing the City Hall, even if there are problems, we can adjust immediately. When the scale expands in the future, we will have already accumulated enough experience..."

"Additionally, the construction of the territory requires unified planning. If there is a City Hall to coordinate centrally, it will undoubtedly save a lot of manpower and material resources, avoiding excessive construction and non-standard building situations..."

The gazes of the others in the room toward Ariel changed again, carrying a touch of respect in their eyes.

Whether someone had ability or not, they might respect them, but the point of respect was completely different.

"Not bad, continue."

Seeing Loren's appreciative and approving gaze, Ariel's tense expression relaxed slightly. Although her hands were still tightly gripping her hem, her smile became clearer.

"Lord Loren, I suggest the City Hall establish four departments.

The first department—the Public Security Department.

We can dispatch a portion of the soldiers to become the backbone of the Public Security Department, while simultaneously drawing men from the residents to become auxiliary security officers.

They can be organized for training during their spare time and can also serve as reserves for the guard army, primarily based on voluntary registration.

This can prevent vicious crimes from occurring within the residents and greatly improve public security...

Second, the Livelihood Department. This department is responsible for managing livelihood issues, such as food, clothing, household registration, and so on...

Third, the Construction Department. This department is responsible for planning the territory's development for the next ten to twenty years, ensuring that all buildings are within the plan...

Fourth, the Agriculture Department. Responsible for all agricultural issues, including how to allocate land to slaves for farming and guiding the planting of crops...

Additionally, the army should be listed separately, not under the jurisdiction of the City Hall, and should be commanded by you personally."

The well-organized words caused the room to fall into silence; the more the crowd listened, the stranger their expressions became.

Could this really have been thought of by a seventeen or eighteen-year-old girl??

This was simply too exaggerated, wasn't it??!

After Ariel's soft voice stopped, Loren narrowed his eyes slightly, his expression becoming serious.

"Ariel, did you think of all this yourself?"

Looking at Loren's solemn gaze, the girl suddenly became a bit nervous, gripping her hem tightly, and said in a low voice.

"Lord Loren... this is what I summarized after discussing it with my father..."

After speaking, she looked at the fiercely imposing Loren with trepidation.

The others also noticed the change in Loren's attitude, and their expressions became somewhat subtle.

Bearded Deen hurriedly stood up to apologize.

"I am sorry, Lord Loren. Ariel is still young; please forgive her recklessness. Matters regarding the City Hall should be decided by you; we..."

Loren waved his hand, interrupting the nervous and panicked Dean, stood up, and swept his gaze around the room.

"In the name of the Lord of the Grey Eagle Territory, I announce that the City Hall is officially established.

Ariel has outstanding ability, extraordinary talent, and limitless potential.

I now appoint her as the first Vice Speaker of the City Hall, directly under my jurisdiction.

Dean, I appoint you as Ariel's assistant, responsible for assisting Ariel with her work."

"Kur, I appoint you as the first head of the Public Security Department, responsible for managing the public security of the Grey Eagle Territory."

"Additionally, the heads of the three departments—Agriculture Department, Construction Department, and Livelihood Department—will be screened by Ariel from the territory's residents and reported to me.

This must be completed within three days; even if there are no suitable candidates, temporary officials must be appointed."

"Furthermore, Ariel has the authority to appoint City Hall officials; the appointments will take effect immediately after I review them.

In terms of territory construction, when I am away, Ariel has decision-making power!"

These sudden words caused everyone in the room to freeze.

Everyone looked in shock at Loren and the stunned Ariel.

Appointing a slave to become the Vice Speaker of the City Hall with great power!

And it was a little girl no more than seventeen or eighteen years old.

This sudden information left the people in the room stunned.

This was too bold and crazy!

The Vice Speaker of the City Hall—that was a position that held the fate of most people in its hands, and now it had actually been pocketed by a little girl.

Ariel was even more incredulous, her eyes filled with joy and undisguised emotion.

Loren's unconditional trust made her heart melt.

"Lord Loren..."

In those clear eyes, it was as if stars were twinkling.

The only discordant note was Fiana behind Loren, whose eyes narrowed, and whose aura suddenly turned cold and frigid.

There seemed to be killing intent permeating her gaze.

For some reason, the girl felt inexplicably that Loren at this moment had become extremely detestable...
