101: The wisdom of our ancestors

Why? The Public Security Bureau itself has so many administrative detentions that they can't handle them all; your judicial detentions can stand aside.
The crime of refusing to comply with a judgment is the same principle. Except for private prosecutions, public prosecutions must first be transferred to the Public Security Bureau for investigation. This is not some KPI; the Public Security Bureau doesn't want to deal with it either.
An Execution Judge is just one person. To take coercive action, he must have the cooperation of the Judicial Police Detachment, but you need to know another point: the Judicial Police Detachment is another department within the Court, and it's different from the Execution Bureau.
That is to say, for an Execution Judge to go out and detain someone, he must first get the cooperation of a brother department.
So the problem is really serious; it simply cannot be resolved.
Given this, Zhou Yun could only find a way to deal with the problematic people.
