94: I will only ship the goods after receiving full payment.

When the villains who once rode on their heads and acted with impunity were dragged onto the execution vehicles by National Defense Force Soldiers like dead dogs.

When the confiscated illicit money and supplies were distributed to the hands of impoverished families.

The masses erupted in cheers that sounded like a roaring tsunami.

"Long live the National Defense Force!"

"This is the army that truly belongs to us!"

The resentment that had been bottled up for too long was completely released at this moment.

People did not care about procedural justice; they only wanted the simplest form of outcome-based justice.

Whoever could feed them, whoever could let them live their lives in peace and security.

Whoever could wipe out all the scoundrels who bullied them, that person was the good one!

The logic was just that simple.

And while heads were rolling in the city of La Paz.

David, the mastermind behind all of this, was leisurely staying in a luxurious manor in Santa Cruz.

He hadn't gone to La Paz at all.

Are you kidding? What was there to do in that cold, harsh highland city?

If he had that time, it would be better spent under the warm sunshine of Santa Cruz.

Enjoying a sunbath and watching the passionate South American girls in bikinis in the pool.

That was what you called living.

He only needed to sit behind the scenes, using a satellite phone.

Remotely commanding Oliver and Juan and their team to execute his plan step-by-step was enough.

"Boss, a call from Prince Sultan."

Juan walked respectfully to the edge of the pool, holding a black satellite phone.

David poked his head out of the water, wiped the droplets from his face, and took the phone.

"Hey, my friend, how have you been lately?"

On the other end of the line came Sultan's signature hearty laughter, thick with the power of money.

"Thanks to you, David, everything is well. I'm not calling to urge you on the second shipment, don't misunderstand."

"Oh?" David was a bit surprised. "Then what is this about?"

He had originally thought Sultan was calling to ask when the second batch of arms would be delivered.

After all, after the first shipment was transported over, The Kingdom of Saudi Arabia had relied on the "WS-2" rocket launcher.

To solidly flex their muscles, beating the opposing Houthi armed forces until they cried for their parents, and getting a great vent of their pent-up anger.

"It's like this," Sultan's tone lowered slightly, "I have a friend here who wants to buy some good stuff from you."

"Your friend?" David became interested. "Who is it? To have Prince Sultan personally act as a lobbyist, they must have quite a reputation."

"Pyramid Country."

Sultan spat out a name.

David's eyebrows immediately shot up.

Pyramid Country? Those guys were not easy to deal with.

In the international arms trade circle, Pyramid Country had a resounding reputation, though not a good one.

What they were best at was "freeloading".

Back in the day, they took countless aid from the Russians, then immediately threw themselves into the embrace of the Americans.

Later, they took the Americans' aid and turned around to flirt with the Russians.

Their main strategy was playing both sides and taking advantage of everyone.

Trying to get real money out of their pockets was harder than ascending to heaven.

"What do they want?" David asked calmly.

"f-15 "eagle" fighter jet," Sultan said.

"They are very dissatisfied with the price and additional terms from the Americans, and they heard you have good stuff, so they want to ask."

David almost laughed out loud.

These guys really dared to dream.

Did they really think his place was a wishing well?

"Sure," David said lazily. "I have the goods, and the price is negotiable. However, I have a condition."

"Go ahead."

"Full payment. It must be full payment before I ship. I don't want a single cent as a deposit, only the full payment."

David's tone was decisive.

Doing business with these habitual offenders who had a history of freeloading, any form of installments or deposits was just digging a hole for himself.

Only seeing the money lying solidly in his account was the most real thing.

Sultan on the other end of the phone was silent for a few seconds, seemingly not expecting David to be so direct.

"Alright, David, I will pass on your exact words to them. But I can't guarantee they will agree."

"Whether they agree or not is their business," David curled his lip.

"Anyway, those are my rules. If you want to buy, bring the money. If not, go back to pestering the Americans. That's it."

Hanging up the phone, David tossed it to Juan and lay back in the pool.

He hadn't held much hope for this Pyramid Country deal at all.

If it worked out, great; if not, it didn't matter.

His main energy was still focused on The Kingdom of Saudi Arabia.

Closing his eyes to rest for a while, David got out of the pool again.

He picked up another phone and dialed Jameson, who was far away in the Middle East.

"Jameson, how is the progress at the airport?"

"Boss," Jameson's voice carried a hint of fatigue.

"Everything is going smoothly. The workers are working in three shifts, but according to the current progress, it will take at least another month to complete."

"A month?" David frowned. "Too slow."

"Double the salaries for all workers, triple for the management staff."

"Tell them I am only giving them twenty days. Within twenty days, I want to see the airport capable of normal takeoff and landing of transport planes."

"Yes, boss! I'll get it done immediately!"

Jameson's tone immediately became excited.

There was no problem that couldn't be solved by adding money.

If there was, then double it.

Hanging up Jameson's phone, David's consciousness sank into his mind.

A pale blue virtual screen unfolded before his eyes.

It was his great nation manufacturing system.

He skillfully opened the shop interface and found the item that had already been added to his cart.

【The Kingdom of Saudi Arabia Arms Sales Order 'Second Batch'】

【Item List: Dongfeng-15B Ballistic Missiles * 12, Launchers * 6; Type 99A Main Battle Tanks * 100.】

【PLZ-05 Self-Propelled Howitzers * 50; HQ-17A Air Defense Systems * 10...】

Looking at the long list of dazzling equipment models, the corners of David's mouth curled up slightly.

These were the real weapons of mass destruction.

With these things, Sultan would truly have the confidence to arm-wrestle with regional powers.

【Total Price: 500 million USD】

【Account Balance: 1.13 billion USD】

"Purchase."

David's thoughts stirred.

【Purchase successful! Items have been stored in the system warehouse. Account Balance: 630 million USD.】

Money is something that will only mold if left in the account; only when spent and turned into things that can make a loud noise can it be called true power.

However, it was time to turn up the intensity in Bolivia.

That guy Oliver, although he held the title of Minister of Defense, the troops under his command were still a bit too pathetic.

If he wanted to truly hold the entire country in his hands, with just that few people, it would probably take until the year of the monkey.

He couldn't stay in this crappy little place forever, could he?

David narrowed his eyes, changed to a more comfortable position on the lounge chair, and sank his consciousness into the system again.

He skillfully opened the 【Soldier Recruitment】 interface.

Rows of options flashed before his eyes.

【Level 1 Mobilized Soldiers】, 【Level 2 Professional Soldiers】, 【Level 3 Elite Veterans】...

David's gaze skipped over these and landed on the 【Light Infantry Brigade 'Full Formation'】 option.

A standard light infantry brigade, fully staffed with 21,000 personnel, fully equipped, well-trained, package price 50 million USD.

Not cheap.

But it was convenient, ready to use immediately, saving him the trouble of recruiting and training himself.

David rubbed his chin.

If Oliver wanted to unify the country, he needed at least the ability to form an overwhelming advantage over other warlords.

One brigade wasn't enough.

Then... get a few more.

"System, give me seven light infantry brigades."
