63: Chapter 63 Agreement Adopted
Chen Mu continuously conceptualized the image of this scapegoat in his mind, but he always felt that something was missing.
Suddenly, a burst of inspiration hit him. An old man appeared: his figure was slightly hunched, he wore a simple, ancient-style cherry blossom kimono, and his entire being radiated a hawk-like coldness and an unspeakable sense of world-weariness.
This was a world-famous character from a manga called Naruto in his previous life—a man who had single-handedly borne all the darkness of the entire ninja world.
His nickname: The Scapegoat King of the Ninja World!
After some thought, Chen Mu removed the bandages from the character on the setting panel and modified the irises to a dark red, giving the eyes a non-human, dark red shimmer that seemed capable of piercing through flesh and bone.
Perfect. An old man who radiated the aura of a "mastermind behind the scenes" from every angle stood before him.
"From now on," Chen Mu looked at the Danzo-inspired persona, a slow smile spreading across his face, "all unpleasant actions will be unauthorized orders issued by Chief of Staff Danzo."
"And I will forever be that kind Ambassador."

The next day at 8:50 AM, Chen Mu stepped into the United Nations hall right on time. As soon as he entered, he could feel that the atmosphere was markedly different from last time.
The gazes of the representatives from various countries were welded onto him, filled with what could only be described as awe and reverence.
Last time he walked in, these people looked at him like a bomb that could explode at any moment; now, it was as if they were seeing a walking trillion dollars, and they couldn't wait to rush over and lick his boots.
Chen Mu's expression remained unchanged, still maintaining that gentle and elegant demeanor, though he was frantically complaining in his heart: "Your attitude changed too fast, didn't it? What happened to 'humanity shall never kneel'? Did the dogs eat your pride?"
Just as he sat down, the Secretary-General of the United Nations trotted up to the podium. The old man had clearly dressed up specially today; his silver hair was combed so slickly that a fly would slip if it landed on it, and his suit was so crisp he could have gone straight to a wedding as the groom.
He cleared his throat and began today's performance.
"Before the assembly officially begins, please allow me, as an old man who has spent decades navigating the human political circles, to first say a few words from the heart."
The Secretary-General took a deep breath and looked toward Chen Mu with deep affection—a look that gave Chen Mu goosebumps.
"Mr. Chen Mu is not just an envoy; he is practically a precious gift sent by God to human civilization in our most desperate hour!"
"In the Bible, God said, 'Let there be light,' and there was light. We humans have been groping in the dark for thousands of years, fighting and hurting one another, watching as our civilization teetered on the brink of destruction."
"Right at that moment! Mr. Chen Mu appeared! He is that light! He is the sacred lighthouse that tore through the endless darkness and illuminated our course toward the sea of stars!"
Thunderous applause erupted from the audience.
Chen Mu wore a smile while thinking: 'The way this old man puts it, I'm practically Jesus now?'
The Secretary-General continued, spittle nearly flying out: "At the last assembly, we rejected Mr. Chen Mu's proposal due to some ridiculous prejudices and shortsightedness."
"Today, we must correct that mistake! After overnight consultations with the Permanent Five, we have fully incorporated Ambassador Chen Mu's valuable suggestions and reached a brand-new improved proposal! Now, I submit it to the assembly for a vote!"
He took out the document and began to read the three improved measures.
"First, the Blue Star Alliance officially invites the Guga Planet fleet to be stationed on Mars. Mars shall be a joint management zone between the Blue Star Alliance and Guga Planet, where both fleets enjoy the right of free passage and stationing."
"Simultaneously, to compensate for the sovereignty and sincerity contributed by human civilization in this stationing agreement, Guga Planet will provide no more than one extraterrestrial civilian technology to the Blue Star Alliance every ninety-nine years."
"The custody and usage rights of this technology shall be managed and distributed by the 'Interstellar Technology Management Committee,' jointly formed by the five permanent members of the Security Council: the United States, the Eastern Union, the Soviet Union, France, and John."
Chen Mu thought, 'Wow, no wonder the Permanent Five wanted to change Mars to a lease yesterday. They were waiting for this, packaging his alien fleet as a garrison protecting Earth.'
As soon as the first measure was read, an uncontrollable commotion broke out in the General Assembly hall.
Alien technology—that was something any country would dream of!
Representatives from some small nations couldn't take it anymore and stood up to protest: "This is unfair! Mars is the common property of all mankind! Why should technology only be kept by the Permanent Five? We also need development! We also need technology!"
Slap! Advisor Cole slammed her hand on the table. The sound was so loud it silenced the entire General Assembly hall.
She stood up and said in a cold voice: "Because we are the Permanent Five."
She swept a contemptuous glance over the protesting representatives. "Anyone who disagrees is choosing to oppose the five permanent members of the Security Council collectively. Consider the consequences for yourselves."
The moment these words were spoken, the effect was comparable to a 'Shinra Tensei,' completely blowing away all dissenting voices.
The protesting representatives' faces turned the color of pig liver, but looking at the figures in the Permanent Five seats—like silent mountains—they all lost their nerve.
They muttered under their breaths, but their voices grew smaller and smaller until finally, they all sat back down, and not a soul spoke up.
Chen Mu sat quietly in the main seat watching this scene, silently giving Advisor Cole a thumbs up.
'Damn, I might not be able to handle aliens, but I can certainly handle you guys, right?'
The Secretary-General continued reading the remaining two measures.
"Second, Chen Mu is invited to join the United Nations as the representative of Guga Planet, holding voting rights equal to those of a permanent member of the Security Council."
"Third, the nations of the Blue Star Alliance pledge not to develop or deploy any space weapons capable of reaching Mars without the joint permission of the Permanent Five and Ambassador Chen Mu."
After finishing, the Secretary-General announced loudly: "Now, we shall hold a formal vote on these three measures proposed by Ambassador Chen Mu!"
The representatives of the Permanent Five were the first to raise their hands. Their five palms were like five flags held high, setting an unquestionable tone for the vote.
Immediately following them, vast swaths of representatives raised their hands, like a field of wheat blown over by the wind.
Some looked helpless, while others looked as if a great weight had finally been lifted from their hearts.
Amidst the overwhelming majority of votes in favor, there were also over thirty representatives who solemnly cast abstention votes. They didn't dare to openly oppose the Permanent Five and Chen Mu, yet they were unwilling to sell out their consciences.
When the final tally appeared on the massive electronic screen, and the number '1' was displayed in the 'Against' column, the eyes of the entire General Assembly hall drifted, intentionally or otherwise, toward a corner in the very last row.
Chen Mu didn't even need to look to guess who had cast it. Only that king of a small nation still possessed this last bit of human backbone.
The Secretary-General looked at the results on the screen and announced loudly: "100 in favor, 36 abstentions, 1 against. The proposal passes!"
Thunderous applause broke out, while only Black Panther sat in his seat, silent.
Chen Mu thought it was over and was preparing to head back to think about the next step of his plan.
To his surprise, the Secretary-General stood up again. This time, his expression was even more solemn than before, as if he were about to announce something greater than world peace.
"Representatives, please remain. We have one more special proposal, one worthy of being recorded in the annals of human civilization, that needs to be voted upon today!"
