75: Chapter 75 Interstellar Police Station
Inside the conference room, New York Police Department Commissioner George Stacy sat in his chair, his hands clasped over his knees, looking restless.
He loosened and tightened his tie repeatedly, his eyes fixed on the tightly closed door of the conference room.
The President sat across from him, one hand holding a Coke while the other scrolled through the trending topics on Twitter, editing a tweet about his upcoming meeting with the Ball Chief.
The Mayor of New York City was beside him, flipping through a stack of construction progress reports with a furrowed brow.
"George, relax." The President didn't even look up. "The Ball Chief called you for a meeting, not to take your life. Look at me; I've had dinner with him twice. As long as you don't offend him, he's actually very easy to talk to."
Commissioner George forced a smile that looked more painful than crying; after all, when the law is unpredictable, the authority is unfathomable.
Precisely because Chen Mu had never punished anyone, George was all the more afraid of his anger. Before coming, he had even written a statement disowning his daughter, Gwen, praying that if Chen Mu wanted to kill someone, he would just kill him and spare his daughter.
The door opened, and Chen Mu walked in with that familiar smile on his face. Behind him followed another person—the Chief of Staff of the Guga Fleet, Danzou.
His cane tapped on the carpet, leaving a shallow indentation with every step, sounding like it was stepping on the heartbeats of the three people in the room.
The President's Diet Coke almost slipped from his hand. The progress report in the Mayor of New York City's hand slapped onto the table with a thud. He sprang up as if jolted by the back of his chair, his knee hitting the edge of the conference table, making him wince in pain, though he didn't dare make a sound.
Commissioner George stood up instantly, his spine instinctively stiffening like a javelin.
"Sit, everyone sit." Chen Mu smiled and gestured downward with his hands, taking the head seat at the conference table first.
Danzou did not sit. Leaning on his cane, he stood behind Chen Mu to the right. His inhuman gaze coldly swept across every face present, like a lone wolf surveying its new territory.
"I've called this meeting because I want to discuss something with you." Chen Mu placed his hands flat on the table. "Chief of Staff Danzou and I talked for a long time last night."
"Chief of Staff Danzou believes that in the future development of the Interstellar City, a large number of daily conflicts will inevitably occur."
"Between aliens and humans, and between aliens themselves. After all, they have blood feuds, scammers, and those who go mad. These trivial disputes cannot all be handled by the Interstellar Court."
"So, Chief of Staff Danzou proposed establishing an Interstellar Police Department in New York to assist the Interstellar Court in management. What do you all think?"
When Commissioner George heard the words "Police Department," his shoulders jerked violently.
The Mayor of New York City was the first to react: "Your Excellency Ball Chief, this is an excellent proposal! However, there is a practical issue. If these aliens commit a crime, what law should apply?"
Chen Mu rubbed his chin and thought for a moment. "Since this city is built on the soil of the Blue Star, human law should naturally be the main body."
"However, since they are aliens, some interstellar diplomatic privileges can be appropriately given. For example, minor matters like getting a ticket for parking in the wrong spot can be exempted."
The Mayor's eyes lit up, and he exchanged a look with the President.
The corners of the President's mouth curled up slightly; he understood. The Mayor understood too—as long as the law was still human, it meant the city still belonged to humans.
"Your Excellency Ball Chief," Commissioner George finally mustered the courage to speak. "If these aliens use violence to resist the law, our officers, I'm afraid..."
He didn't finish his sentence, but everyone remembered the night Danzou arrived, when a hundred Guga soldiers had rounded up and tied up all the Secret Service bodyguards in the square in less than half a minute.
Using police pistols against aliens was no different from using a flyswatter against a tank.
Thump! Danzou's cane struck the floor hard.
The wooden boards under the carpet let out a dull, heavy boom, and even the mineral water bottles on the table shook a few times.
"Since we are forming an Interstellar Police Department, it will naturally be handled by the military force of my Guga Civilization. Those lowlifes who dare to cause trouble in the Interstellar City, whether they are humans or other low-level civilizations, will be personally deterred by us. There is no need for you weak humans at all."
When he said "weak humans," his gaze happened to fall on Commissioner George.
Commissioner George shrank half an inch, his Adam's apple bobbing several times, but ultimately, he couldn't squeeze out a single word.
The President's fist clenched under the table for a moment, then slowly relaxed.
Chen Mu tapped the table lightly and said gently, "Alright, alright. Regarding the personnel structure of the Interstellar Police Department, I gave it some thought last night and intend to adopt a three-three system."
"That is, one-third will be staffed by officers dispatched from Guga Planet, one-third will be selected from current human police officers, and the remaining third will be openly recruited from other low-level civilizations."
"At the same time, we will provide a batch of individual law enforcement weapons specifically for the daily operations of the Interstellar Police Department."
Chen Mu's tone remained gentle, but his speaking speed slowed down. "This batch of weapons will be personally managed by Chief of Staff Danzou."
His gaze moved from the Mayor's face to the President's, finally landing on Commissioner George's. "Don't say I didn't warn you; Chief of Staff Danzou isn't as easy to talk to as I am."
"Do not let him catch you making any moves on this batch of weapons, otherwise, I don't know what might happen."
Danzou's cane thudded on the ground again, his inhuman gaze gloomily scanning the three of them. The three shuddered simultaneously and waved their hands repeatedly. "We wouldn't dare, absolutely not!"
The President suddenly lifted his hand from the table. "Your Excellency Ball Chief, regarding interstellar trade, I want to ask a practical question. Does our United States have the right to tax it?"
"Oh?" Chen Mu glanced at him. "Does your United States also collect taxes from other human nations on Blue Star?"
Bang! The President slapped the table and stood up, startling the Mayor of New York City so much he almost slid off his chair.
"We do! Your Excellency Ball Chief! No one knows tariffs better than me! Regarding the issue of tariffs on interstellar trade, I stayed up all night to formulate three sets of plans. Plan A is to levy ad valorem taxes based on product categories, Plan B is..."
"Alright, alright." Chen Mu raised his hand to interrupt him. If he let him continue, the meeting would probably last until dinner. "In that case, you should collect them as you see fit."
The President's mouth had just begun to split into a grin.
"However, the taxes collected must be fully invested into the construction of New York City, understood?"
The President's grin paused mid-air, then widened again.
Since New York was his hometown anyway, investing in New York was not much different from putting it in his own pocket.
"No problem! Your Excellency Ball Chief! Leave New York's infrastructure to us! I guarantee that within three months, New York's roads will be as smooth as my golf course."
Just then, a raspy voice came from behind Chen Mu: "Since an Interstellar Police Department has been established, there should naturally be a matching Interstellar Prison to hold those criminals who cause trouble in the Interstellar City."
After Danzou finished speaking, the corners of his mouth twitched slightly, like a conspirator emerging from the shadows.
A very faint swallowing sound came from Commissioner George's throat. The Mayor and the President also shuddered at the same time, feeling that this one-eyed Chief of Staff was plotting something they couldn't guess at all, but it was bound to be something terrifying.
The three of them looked at Chen Mu together, waiting for him to speak.
