293: Chapter 293 Intending to establish prefectures in Japanese territory!

"Then the task of taking down Japan will be entrusted to you and General Xu Ning."

In ancient times, a commander of over ten thousand soldiers was also referred to as a General or a General of Chariots and Cavalry.

Zhao Fusu intended to promote Xu Ning.

Xu Fu had been captured by Xu Ning, and Zhao Fusu believed Xu Ning could keep Xu Fu in check and prevent him from pulling any tricks.

He waved his hand, dismissing Xu Fu first.

"As you command!"

Xu Fu withdrew, trembling with fear.

His face was filled with worry.

Originally, he had thought His Majesty the Head of State would grant him military authority and entrust the management of Japan to him.

But His Majesty the Head of State had sent Xu Ning, the man who captured him, instead; it seemed he intended to establish commanderies and counties in Japan for direct control.

"He Zhi."

He summoned He Zhi and ordered him to lead a team to escort Xu Fu out of Xianyang, back to Kuaiji Commandery, and to deliver the appointment letter to Xu Ning.

He wanted Xu Ning to first locate the Iwami Ginzan Silver Mine, secure it, and then build a city nearby for further development.

Zhao Fusu decided to first establish a base at the site of the Iwami Ginzan Silver Mine; with a base, he could continuously expand outward and eventually occupy all of Japan.

According to Zhao Fusu's original plan, he had intended to let Xu Fu manage Japan.

However, after learning about the Iwami Ginzan Silver Mine in Japan, he changed his mind.

The Iwami Ginzan Silver Mine would play a crucial role in his upcoming economic warfare against the Thirty-Six Kingdoms of the Western Regions and even the Western powers.

Japan had to be stable, and his control over it had to be strong; only then could he ensure no issues would arise with the Iwami Ginzan Silver Mine and avoid any impact on his strategic deployment.

Just as Xu Fu suspected, to strengthen control over Japan, commanderies and counties had to be established there.

Zhao Fusu's current plan was still to secure the Iwami Ginzan Silver Mine first; once he began large-scale mining, the local Savage forces in Japan would very likely launch attacks.

He believed that with revolvers and striker shotguns, they would certainly be able to repel the attacks from these Savage forces.

He Zhi escorted Xu Fu to the Cixi Port in Kuaiji Commandery at the fastest possible speed.

He Zhi could have sent his subordinates for this trip, but he personally came along to experience the train.

He looked at the scenery receding outside the window; even though it wasn't his first time on a train, he was still filled with wonder.

He had been opposed to His Majesty the First Emperor faking his death.

He felt that Great Qin could not do without His Majesty the First Emperor.

But after His Majesty the First Emperor faked his death, he realized that the person Great Qin truly couldn't do without was Zhao Fusu!

Great Qin's current development was so rapid that even though He Zhi felt he was very adaptable, the progress of these past two and a half years was faster and more immense than that of the previous several centuries.

He Zhi found it hard to imagine what heights Great Qin would reach under Zhao Fusu's guidance!

He Zhi lay on the hard sleeper of the steam train, staring blankly at the passing scenery while his thoughts wandered.

In five days, He Zhi, Xu Fu, and their party traveled from Xianyang to Cixi; even though Xu Fu had experienced it once before, he was still incredibly shocked.

He Zhi was also full of sighs; if not for the steam train, he would never have come to deliver the message personally.

After all, a round trip by horse carriage would take three or four months, which was far too time-consuming!

In contrast, a round trip by steam train only took ten days.

He could personally deliver the appointment letter entrusted to him by His Majesty the Head of State into Xu Ning's hands.
