187: Hearing Conference (II)

"The second item of the Ten-Year Plan: Implement institutional and mechanism reforms, introduce external forces, and promote the diversified development of the academy's power."

"It includes three smaller aspects in total:

Firstly, the pilot reform of private ownership for auxiliary towers. All six Auxiliary Wizard Towers will be publicly tendered for private shares.
