Either they would communicate by phone first, or they would make a phone call a day after the email to confirm.

But this person only sent an email and didn't call, which suggests two possibilities: either they are not sure whether to invest yet and are sending an email to test the waters first; or the scale is not high enough yet, and it hasn't reached the level where a direct phone call is necessary.
