411: Chapter 411 Wartime Taxation Ordinance

January 10, 2056.

Huatong Construction reached an agreement with Meilin Settlement in Mozhou City, Baisha Shelter in Jingmen City, Changfeng Shelter in Luzhou City, and Qipanshan Settlement in Fengtian City to be responsible for building their underground survival bases.

At the same time, after Ling Luo brought the Bee Queen back, the construction of the underground base in Golden City, Gansu Province, also secretly began.

Currently, the work of raising rats has spread to most Settlements across the country.

This is currently the most stable livelihood for ordinary Citizens.

To complement this, many large Settlements have successively obtained fishing aircraft through loans from Huatong Chamber of Commerce.

Now the supply of rat feed on the market is basically saturated, so Oriental Chen has stopped selling aircraft.

Against this backdrop, it is almost impossible to catch mutated animals or insects in the areas north of the Yangtze River. Everyone was forced to extend their focus to the vast areas south of the Yangtze River.

This is a forbidden zone for humans, a paradise for animals and plants.

Over the past year, they have been accelerating their mutation and evolution as if a certain restriction had been lifted.

Their bodies are getting larger and larger, and their aggressiveness is getting stronger and stronger.

This delighted the staff responsible for hunting them down.

Compared to salvaging mutated fish from the water, land animals are easier to catch and more efficient.

So for a time, aircraft shuttled back and forth on the south bank of the Yangtze River, a bustling scene.

With enough feed, they dared to expand the scale of rat farming, which is a virtuous cycle.

All the Settlements made a fortune from this, and each one was overjoyed and triumphant.

On January 20, 2056, Oriental Chen began the third phase of the Chamber of Commerce branch construction.

This time, there were no longer any restrictions on the number of places, but it also did not support Settlements actively applying; instead, it was done by invitation.

In other words, the Chamber of Commerce would proactively contact Settlements for cooperation according to its plan.

This means that the construction of the Chamber of Commerce branches will enter the popularization stage.

Soon after the Chamber of Commerce issued this announcement, the Council promulgated the "Tax Regulations under National Emergency State." The main contents of the regulations include:

1. This regulation will serve as a supplementary regulation to the "Wartime Military Preparedness Regulation";

2. All government units, private enterprises and organizations, and every Chinese citizen have the obligation to contribute their efforts when the country enters an emergency state, to jointly safeguard national sovereignty and territorial integrity, and to maintain national security and stability.

3. Under a national emergency state, personal income tax and corporate income tax shall be collected at the tax rates specified in the attached table.

Currently, most Citizens in China are raising rats, and the personal income tax rate is 10%. Each Settlement will be regarded as part of a government unit, and the corporate income tax rate is 50%. For private organizations like Huatong Chamber of Commerce, the corporate income tax rate is 25%.

After this regulation was issued, the heads of various Settlements were dissatisfied, but they did not show it. The personal income tax rate was relatively low, and the Citizens had no objections, considering it a contribution to the country.

The Chamber of Commerce believed that the 25% tax rate was not much different from peacetime and had no objections.

However, the Council would not take this money for nothing, and another announcement was subsequently issued.

This was a regional autonomy announcement, the main contents of which are as follows:

1. All regions shall establish autonomous regions based on prefecture-level cities.

2. The management of autonomous regions shall adopt a management method primarily based on self-management and supplemented by Council support.

3. It is recommended that all autonomous regions build underground bases based on the "2055 human survival white paper."

4. Grant Huatong Construction, a subsidiary of Huatong Chamber of Commerce, a national first-class engineering construction qualification, and allow it to undertake military construction projects.

This announcement played a great soothing role for both the Settlement and the Chamber of Commerce, and it also effectively promoted the implementation of the tax regulations.

The Council's major change in attitude towards Huatong Chamber of Commerce is also related to the establishment of the North Asia Ulan Neutral Zone.

Since the mysterious person stepped from behind the scenes to the front, the Council's vigilance towards Huatong Chamber of Commerce has significantly decreased.

Of course, there is still a very big problem for the tax regulations to be successfully implemented.

That is the tax system.

Obviously, no one has this ability except Huatong Chamber of Commerce.

January 26, 2056.

Chen Guanxuan, the Director of the Finance Department, brought people to the headquarters of Huatong Chamber of Commerce.

"Councilman Chen, there's no problem building a tax system for you. But you know, this thing costs a lot of money, and it's also a considerable amount of work for us," Niu Xingwang said after learning of Chen Guanxuan's intention.

"Of course I know, we will pay the corresponding fees." Chen Guanxuan knew what he meant.

"Then there's no problem," Niu Xingwang readily agreed.

After the tax issue was resolved, a closed-loop flow chain was formed between the state, local governments, enterprises, and individuals, and the entire Chinese economy successfully began to operate.
